Jeff Rubin, PhD, NREMT
Jeff Rubin has been an EMS provider since 1987 and was the emergency manager for Oregon’s largest fire district from 2001 to 2019. Before coming to Oregon, he was a HazMat Captain with Austin EMS (now Austin/Travis County) Special Operations, also working in mass casualty planning, hazmat/WMD planning and response, and hospital preparedness; he also served as a firefighter and company officer with Travis County ESD#4 from 1987 to 2000. Jeff was an invited participant in the NATO Advanced Research Workshop on Mass Casualty Events held in Haifa, Israel, in April 2005, has presented at numerous conferences, and has been a state medical volunteer in Oregon since early 2020. Jeff holds a BS from Yale University and an MA and PhD from the University of Texas at Austin. He teaches for Oregon Tech’s Department of EMS and for the University of Hawai’i's National Disaster Preparedness Training Center.
